Prime Minister Nguyen Tan Dung has given the nod to a new regulation allowing overseas Vietnamese and their families to enter Vietnam without visas as of September 1.
However, overseas Vietnamese and their spouse and children must still obtain a visa exemption certificate, which allows multiple entries and a stay of up to three months at a time.

The certificate will be valid five years.
To obtain the certificates, overseas Vietnamese are required to submit one of the three following documents at an official representative office in their country of residence:
• a document (such as a birth certificate) from a Vietnamese agency that proves they are ethnically Vietnamese;
• a guarantee by an overseas Vietnamese association based in the country in which they reside or by a Vietnamese citizen; or
• a document from an authorized foreign agency certifying that they are ethnically Vietnamese.
Husbands, wives and children of Vietnamese people living abroad will also need to submit documents that prove their relationship to the Vietnamese member of their immediate family.
Expecting a rush on representative offices abroad, the government’s Committee for Overseas Vietnamese has sent 200,000 visa exemption certificates to Vietnamese embassies overseas.
The move to exempt visas for overseas Vietnamese was announced by President Nguyen Minh Triet during his visit to the US in June.
According to the Committee for Overseas Vietnamese, there are currently close to three million overseas Vietnamese, most of whom have settled in the US, France, Australia and Canada. Around 500,000 overseas Vietnamese visit Vietnam each year.

Does this also apply to people (non Vietnamese) who have adopted Vietnamese children?

May be not in your case, Suzi. I will check with authority about this. Good question. Ka

What kind of guarantee is required. Is there a form to be filled out, signed and witness. Could you please send sample or form by email. Thanks.

Hi Oanh, you may visit: http://mienthithucvk.mofa.gov.vn for more detailed information.
Note:
If Overseas Vietnamese still do not have required papers, they can use the guarantee provided by Vietnamese community association in the place where they live or of a Vietnamese citizen who is living in Vietnam or abroad. This guarantee paper needn’t be confirmed by a local authority. This is viewed as a
transparent and clear decision for Vietnamese nationals abroad when exiting and entering Vietnam. (Source: Nhan Dan)

Hello, on my passport where it say “place of birth” is saying Vietnam on it… would that be good enough? I lost my Vietnamese birth certificate already and wonder which other way I can get the certificate.
Thanks

Vince, we think that the best way is to contact a Vietnamese consulate in the city you reside.

Dear Sir,
I am American and my wife was born in Vietnam. She has a Vietnam passport, and now she has a green card. We live in Nebraska where there is no Vietnamese consulate. Could you tell me what we do to get a visa exemption. The internet sites are not very clear. Some internet sites say we have to fill out the form online, and then take it to a Vietnam consulate to get the visa exemption, and others tell us we can mail in the form. If we mail it in, do we have to mail them our passports? Thank you very much for your help.
